Probation with Restrictive Conditions
Probation with Restrictive Conditions is a sentencing alternative used by the Blair County Courts in lieu or conjunction with incarceration. The requirements and eligibility criteria of the Program have been designed and approved by the Blair County Criminal Justice Advisory Board and are outlined in each PWRC brochure. Elements of the Probation with Restrictive Conditions sentence may include a period of incarceration, electronic monitoring, intensive probation supervision, community service, and drug and alcohol treatment, and costs and fines.
Submit completed PWRC application to Blair County DUI Program, 3001 Fairway Drive, Altoona PA, 16602. Payment and applications must be submitted together. Blair County DUI program accepts Cash/Check/Money Order.
All PWRC applicants must reside within 50 miles of the Blair County Courthouse, Hollidaysburg, PA, 16648.
Eligibility:
A person with a current conviction or with a prior conviction within the past ten years of any of the following offenses is ineligible for a county PWRC sentence:
- 18 Pa.C.S.§ 2502 (murder)
- 18 Pa.C.S.§ 2503 (voluntary manslaughter)
- 18 Pa.C.S.§ 2702 (aggravated assault)
- 18 Pa.C.S.§ 2703 (assault by prisoner)
- 18 Pa.C.S.§ 2704 (assault by life prisoner)
- 18 Pa.C.S.§ 2901 (kidnapping)
- 18 Pa.C.S.§ 3121 (rape)
- 18 Pa.C.S.§ 3122.1 (statutory sexual assault)
- 18 Pa.C.S.§ 3123 (involuntary deviate sexual intercourse)
- 18 Pa.C.S.§ 3124.1 (sexual assault)
- 18 Pa.C.S.§ 3125 (aggravated indecent assault)
- 18 Pa.C.S.§ 3126 (indecent assault)
- 18 Pa.C.S.§ 3301 (arson)
- 18 Pa.C.S.§ 3502 (burglary, when graded as a felony of first degree)
- 18 Pa.C.S.§ 3701 (robbery)
- 18 Pa.C.S.§ 3923 (theft by extortion)
- 18 Pa.C.S.§ 4302 (incest)
- 18 Pa.C.S.§ 5121 (escape)

Electronic Monitoring is required as part of your sentence. This fee is due the day of sentencing into the Probation with Restrictive Conditions Program. Individuals on Probation with Restrictive Conditions are required to pay a fee of $__12____ a day for every day they are on Electronic Monitoring. Payment is due every 30 days until the balance has been paid in full.
All Electronic Monitoring fees are collected by Blair County Adult Probation and Parole Office in the form of a money order only.
